Our Vision

The vision of Mayor Bholu Paswan is simple yet powerful, to transform Chas into one of the most progressive, inclusive and well-developed cities in Jharkhand. A city where every road is well-built, every drain is clean, every street is well-lit and every citizen — regardless of their background, caste or economic status — has equal access to opportunities, facilities and a dignified quality of life.

Bholu Paswan envisions a Smart Chas a city that embraces modern technology and urban planning to solve civic challenges, reduce corruption, improve public services and create a transparent system of governance that truly works for its people. A Chas where the youth have employment opportunities, where children have access to quality education, where citizens have access to proper healthcare and where every family has a roof over their head.

This vision is not just a dream, it is a commitment. A commitment that Bholu Paswan has made to the people of Chas, backed by years of dedicated public service and a proven track record of real, on-ground development during his first term as Mayor from 2015 to 2020.

Our Mission

To achieve this vision, Mayor Bholu Paswan and his office are driven by a clear and focused mission, to serve the people of Chas with honesty, transparency and unwavering dedication. Every decision taken, every project launched and every initiative implemented is guided by one single purpose, the welfare and progress of the citizens of Chas.

Our mission stands on the following core pillars:

Infrastructure & Development: To continuously improve roads, drainage, streetlights, public spaces and civic infrastructure across every ward of Chas Municipal Corporation — ensuring that development reaches every corner of the city.
Transparent Governance: To maintain a system of open, accountable and corruption-free governance where every citizen has the right to know how public funds are being utilized for the development of Chas.
Citizen Welfare: To ensure that every Central and State government welfare scheme reaches the deserving citizens of Chas, whether it is housing, financial assistance, women empowerment or SC/ST welfare programs.
Health for All: To organize regular health camps, vaccination drives and public health awareness programs so that quality healthcare is accessible to every citizen of Chas, especially the poor and underprivileged.
Education & Skill Development: To support the students and youth of Chas through scholarship programs, skill development initiatives and career guidance programs that prepare them for a competitive and successful future.
Employment & Youth Empowerment: To create meaningful employment opportunities for the youth of Chas through job fairs, vocational training programs, self-employment schemes and industry collaborations that bring real economic growth to the city.

Having served as Mayor once before and having witnessed firsthand the challenges and the potential of this great city, Bholu Paswan returns for his second term with a deeper understanding, stronger resolve and an even bigger vision for Chas. The mandate given by the people of Chas in 2026 is not just a political victory, it is a profound expression of trust, faith and hope that the citizens of this city have placed in their Mayor.
